STASI USED RADIOACTIVE DUST TO TRACK DISSIDENTS
- The East German secret police, the STASI, covertly sprayed or dusted radioactivity on political dissidents in order to use radiation detectors to track them. Also, according to this article, the STASI may have covertly doused jailed dissidents with radiation in order to infect them with cancer. [Rick Moore]

EDMOND POPE, A CANADIAN ANGLE?
- Pope, the American businessman and retired US Navy intelligence officer who was convicted on dubious charges of espionage in Russia, will be writing a book about the affair. He spent some 8 months in the Lefortovo prison before being convicted, sentenced to 20 years and then granted clemency last month. This article suggests that there was a shadowy Canadian intelligence operation underway with British and American involvement to purchase several of the advanced Shkval (Squall) rocket torpedoes from a plant in Kyrgyzstan. Since Pope was also seeking information on the Shkval, the Russian FSB may have mistakenly believed he was part of that effort.

TIANANMEN SQUARE DECISIONMAKING
- Extraordinary and secret documents smuggled out of China by an anonymous Party official and turned over to US academics provide a revealing look inside Chinese decision making. The 100's of documents, which are believed by American experts to be authentic, are being published this week in a book, Andrew Nathan (Ed), "The Tiananmen Papers : The Chinese Leadership'S Decision To Use Force Against Their Own People In Their Own Words," Public Affairs Press, 2001. Excerpts are in the NY Times and in the Jan/Feb 2001 edition of Foreign Affairs journal. The documents provide word by word accounts of the meetings that led to the 1989 crackdown in Tiananmen Square. Among other things, they reveal that the leadership was split and that the r power was wielded by a group of old, retired and semi retired politburo members who no longer held official positions.

- According to Gertz & Scarborough, there is an ongoing tussle among GOP defense and foreign affairs experts over personnel appointments at DOD and State between Republican conservatives and "anti conservatives," also Republicans. Part of this evidently relates to those who would take more hardline positions on CHINA and those who recommend continued "engagement" with China. That food fight may extend to the question of who would hold the key [career] China analyst posts within the CIA and elsewhere in the US intelligence community.

CLINTON CREATES COUNTERINTELLIGENCE BOARD
- The directive, signed in the waning days of Mr. Clinton's administration, creates a National Counterintelligence Executive charged with bringing a forward looking, post-cold-war mentality to counterintelligence. The post is designed as the counterintelligence equivalent to the nation's drug czar and will replace the existing National Counterintelligence Center (NACIC).

The CIA will retain that agency's CI Center. The key is that the leading counterintelligence official in the government would no longer be simply responding to an investigation of an individual spy case, but would rather be focused on broad efforts to determine what secrets might be most tantalizing to other countries

CHINESE ESPIONAGE "HANDBOOK"
- We reported on this 1991 book a year ago in an AFIO WIN, 7Jan2000. At that time, we referenced an article in the Far East Economic Review (FEER), but the book itself was not available in English. Now it is. Basically, it's a Chinese intelligence how-to manual for collecting defense related science and technology information, especially from the US. Mostly, it deals with open source collection methods although the Chinese manual notes:
"It is also necessary to stress that there is still 20 percent or less of our
intelligence that must come through the collection of information using special means, such as reconnaissance satellites, electronic eavesdropping, and the activities of special agents (purchasing or stealing), etc."
