GEORGE TENET MIGHT KEEP DCI POST UNDER BUSH [or Gore]
- A defense expert familiar with Bush's transition said that an emerging plan calls for keeping Tenet on as CIA director for an interim period before naming a replacement, possibly another Democrat with experience on Capitol Hill. Although there was some desire to name Rep Porter Goss (R-Fla.), a former CIA DO officer and AFIO member, as DCI, the GOP majority in the House is so thin that sacrificing Goss's seat is considered too perilous.

"THE WHIZ KID VS THE OLD BOYS"
- This Thomas Powers article in the 12/3 NY Times Magazine is about former DCI John Deutch and the investigation into his alleged mishandling of classified files. It's the the best report I've read on that subject. But it also tells a good deal about the culture of the CIA, Deutch's tenure as DCI (he didn't get along with the DO Directorate, according to Powers), the role of Nora Slatkin and more, much more. Not to be missed!

CIA FIRES FOUR, SUSPENDS TEN
- The CIA yesterday fired four employees, suspended at least 10 others and revoked the security clearances of nine private contractors for exchanging "inappropriate" e-mail in computer chat rooms hidden from management. The disciplinary action, described as the largest in the agency's history, followed a seven-month investigation that involved 160 employees and delved into activities going back 15 years.

- (Nov28). ".... The polygraph is asserted to have been a useful tool in counterterintelligence investigations. This is a nice example of retreating into secret knowledge: we know it works, but it's too secret to explain. To my own knowledge and experience over a thirty year career this statement is a false one. The use of the polygraph (which is inevitably to say, its misuse) has done little more than create confusion, ambiguity and mistakes. I'd love to lay out this case for you, but unfortunately I cannot it's a secret too."

US CITIZEN WITH TIES TO BIN LADEN HELD IN COLE ATTACK

The (Jordanian) government sources said that Hijazi has "direct links" to bin Laden, who today is America's No. 1 terrorist suspect in the Oct. 12 bombing in the Yemeni port of Aden, which killed 17 sailors and wounded 39. Hijazi "personally trained and supported" those responsible for the Cole attack, the sources said. The United States has been tracking Hijazi for at least eight months and "he's clearly implicated in the attack." [This raises the possibility of US retaliatory strike against bin Laden, who remains in Afghanistan. jdmac]

Dr. Moore spoke at the November AFIO luncheon and made an outstanding presentation basically, he said that "US / FBI counterintelligence methods must be adapted to fit the Chinese intelligence and espionage methodology, which does not favor the employment of outright spies."
