SHOULD FBI DIRECTOR FREEH RESIGN?
- Ronald Kessler, a journalist who has written several intelligence books, at least two of them about the FBI, argues that Louis Freeh should resign or be fired over the Hanssen espionage matter. Kessler faults Freeh for a number of things not using polygraphs to update FBI agent's security clearances, Ruby Ridge, and for the Richard Jewell and Wen Ho Lee fiascoes. He also claims that Freeh would already be gone except that the Director is very skilled at PR and self promotion. Finally, Kessler says that Freeh is disliked by rank and file FBI agents. BUSH SPEEDS UP COUNTERINTELLIGENCE REORGANIZATION
- A Clinton Presidential Decision Directive, PDD-75, issued at the first of the year, sets up an overall counterintelligence strategy, CI-21, which, among other things, would establish a counterintelligence "czar" as well as a CI board of directors. In the wake of the Hanssen espionage case, the Bush Administration is moving to implement the plan. According to the Washington Post, David Szady, a counterintelligence expert now
serving as special agent in charge of the FBI's field office in Portland, Oregon, will soon be appointed to the "czar" position.

- A German court told an ex-spy on Thursday to return 300,000 marks ($138,000) that he earned for
selling a German intelligence agency "secrets" that actually came from their own files. Presiding judge Ursula Lewenton told the Munich
court the information "Source Albert" was selling was anything but new. It had been gathered by an accomplice working in the BND's archives.

- Bayard Stockton, himself a junior case officer in Berlin under Bill Harvey in the early 1950s, and the CE officer who first suspected Heinz Felfe of being a KGB double in the Gehlen Organization/BND, later a correspondent abroad for Newsweek, ABC, BBC and other outlets, is researching a book on Bill Harvey.
The memoir deals with the legendary Agency CI/CE officer who unmasked Kim Philby, masterminded the Berlin Tunnel, and then became deeply embroiled in Cuban operations, where he clashed repeatedly with Bobby Kennedy. Stockton is appealing for memories, sidelights, anecdotes on this controversial-but-gifted intelligence officer of the Cold War. "In documenting the role played by imagery analysis during the Cold War, this book documents how information derived from imagery came to influence U.S. policy. It focuses on America's efforts to assess the Soviet Union's strategic economic and military capabilities in the aftermath of World War II when American leaders realized the limits of their knowledge. Initial efforts to photograph Soviet territory using converted bombers proved unsuccessful and highly provocative and prompted the United States to develop specialized reconnaissance systems. Beginning with the U-2 in the mid-1950s and continuing with a series of increasingly sophisticated imaging satellites, this study demonstrates how the US eventually was able to accurately appraise the military forces of the Soviet Union and its Warsaw Pact allies. The author argues that these more accurate assessments helped stabilize relations between the two adversaries while the imaging systems' monitoring capabilities led directly to arms control and ultimately arms reduction agreements. He concludes that imagery analysis not only played a critical role in resolving the Cold War but it also helped prevent another Pearl Harbor. - The NIC is an Intelligence Community (as opposed to CIA) group, located at Langley (CIA Hq), which houses the NIO's, the National Intelligence Officers. The NIO's are 12 senior intelligence analysts from different parts of the IC (and sometimes from academe or elsewhere) who interface with policymakers in the White House supervised NSC system and also author or supervise the writing of NIE's and SNIE's.
